Executive Summary
The "Remigration Doc Syria (RDS-P1)" project is an AMIF-funded pilot program for the voluntary return and sustainable reintegration of Syrian physicians.
The goal is to support qualified third-country nationals in making a stable return decision and to secure their reintegration through individual support, transition security, and professional integration.
The pilot serves to test a scalable model for a possible follow-up application.
Program Structure and Timeline
24
Months
Individual reintegration support provided during the pilot phase for participating physicians.
10
Physicians
Number of Syrian physicians participating in this initial pilot project.
The program is scheduled from July 1, 2026 to June 30, 2028. This pilot phase provides individual reintegration support over 24 months for 10 participating physicians.
The pilot phase serves as a decision basis for possible scaling and as a foundation for an optional follow-up application upon goal achievement.
Target Group
Syrian physicians in Germany who wish to voluntarily return to their homeland and contribute to the reconstruction of the healthcare system.
Strategic Partnerships
International organizations and NGOs act as cooperation partners within the framework of reintegration. There is no employment relationship between deployment partners and participants.
Partner Role:
  • Professional integration of participants
  • On-site support in the reintegration context
  • Structural connection to local healthcare systems
WHO & UN:
Cooperation in the reintegration of professionals on-site and support for sustainable healthcare in Syria. Their role is professional support and coordination, not that of an employer.
Doctors Without Borders:
Practical support and professional guidance for professionals during reintegration into local health structures as cooperation partners.
USAID:
Financial cooperation support and project coordination for sustainable reintegration of professionals, without any employment relationship.
The Problem Worth Solving
Many Syrian physicians in Germany have a high willingness to return, but without structured support, they see no realistic prospect for sustainable reintegration in their country of origin.
Without accompanied return, there is a risk of unstable return processes or permanent migration without prospects.

The RDS Pilot is divided into five central measure areas that ensure comprehensive support for participating physicians.

Milestones 2026-2028
The timeframe for the RDS-P1 Pilot is divided into six consecutive phases, each encompassing specific steps from initial information to sustainable reintegration.
01
Phase 1 – Information & Expression of Interest
Provision of factual project information and transparent details about objectives, process, and framework conditions. Collection of non-binding expressions of interest with AMIF notice of complete voluntariness and without obligation.

05
Phase 5 – Professional Integration
Ensuring professional activity as part of reintegration, integration into humanitarian or medical structures with professional support and supervision. This integration does not establish an employment relationship and does not constitute employee leasing.
06
Phase 6 – Support, Monitoring & Evaluation
Continuous case monitoring, verification of goal achievement, and qualitative and quantitative evaluation. Comprehensive documentation for AMIF for reliable assessment of the pilot project and as decision basis for a follow-up application.
